Small modular reactors: a reactor design is not a completed power station

Small modular reactor (SMR) announcements can concern a design, a manufacturing plan or a specific generating project. Identify which one is being discussed before interpreting a milestone.

Scope: the SMR concept and how to separate design evidence from project delivery. Sources checked on 23 October 2026. This article does not verify the current status of a named UK programme.

What small and modular describe (established definition)

The IAEA: small modular reactors explainer, dated 13 September 2023 (it notes it was first published on 4 November 2021), describes SMRs as advanced nuclear reactors with a power capacity of up to 300 MW(e) per unit, about one-third of the generating capacity of traditional nuclear power reactors. It describes "modular" as making it possible for systems and components to be factory-assembled and transported as a unit to a location for installation.

What the source reports as benefits (proposed, not demonstrated)

The same page lists expected advantages, such as savings in cost and construction time. It also says that SMRs' economic competitiveness is still to be proven in practice once they are deployed. We treat the listed advantages as proposed until evidence for a specific design and project shows them.

It is a dated institutional explainer. Its project-status paragraph should not be treated as a current worldwide inventory.

Give each milestone an object (editorial questions)

The questions in this and the following sections are our editorial framework, not findings about any project.

Ask whether a decision applies to a reactor design, an operator, a site or a particular construction activity. Keep the jurisdiction and issuing body visible.

A design-related milestone does not automatically establish that land, financing, construction, commissioning or service arrangements are complete. Equally, do not claim that one decision is a formal prerequisite for every reactor route without checking the applicable process.

Ask what cost comparisons include

For a named proposal, ask for the boundary of the estimate and the assumptions about repeat production. Separate an expected series benefit from the cost shown by a completed installation.

Keep financing, operation and other relevant project obligations visible in the comparison. This article supplies no numerical cost or completion estimate.

Read the timeline as a source claim

Attribute a forecast to its author and original date. Track whether the forecast concerns first construction, first power or routine operation. Those endpoints should not be silently swapped when reporting progress.

What a UK project dossier needs next

Gather current developer disclosures alongside the relevant regulator, planning and government records. Map the claimed milestone to the document that establishes it, then record remaining dependencies and uncertainties.

Evidence assessment: the IAEA source supports the definition and the modular concept. It does not prove that every design has the same safety features or that a particular British project will achieve a promised cost or date. A useful update should concern a verified named milestone, with proposal, approval and operation kept distinct.
