How far are swarms of cooperating robots or drones from doing useful work beyond light shows?
Groups of robots have formed shapes in a laboratory with 1,024 units, and a group of up to ten aquatic robots has run evolved behaviours on real water. Indoor drone teams have searched rooms in tests. Large drone flights at record scale are flown from a single computer, so they rely on central control rather than robots that coordinate among themselves. Amazon reports deploying its one millionth warehouse robot, but the sources reviewed do not describe how those fleets are controlled. The US military programme Replicator set a goal in 2023 to field multiple thousands of uncrewed systems, but officials have not verified how many were delivered, and the sources reviewed do not show swarming in use. FAA waivers now let one pilot oversee up to four drones in some public safety operations.

Getting closer. Prototypes exist, but not in real-world use.
Decentralised swarms, where each unit works from local sensing and nearby contacts, have been shown in a laboratory with 1,024 robots and on real water with up to ten robots. Indoor drone teams have been tested. Outdoor, public-service or farm use of such swarms has not been shown in the sources reviewed. Central-control drone flights and company-reported warehouse fleets operate at scale, but the sources reviewed do not show them as robots coordinating on their own. Military numbers are unverified. The stage is therefore engineering prototype rather than pilot.

The road so far
5 of 8 steps done, 2 in progress.
- Done · Aug 2014Laboratory swarm forms shapes
Harvard researchers used 1,024 small Kilobot robots to form shapes, including a five-pointed star and the letter K. Each robot could see only a few neighbours. The result was shown in a laboratory setting. [1]
- Done · Mar 2016Evolved swarm behaviours on real water
Up to ten aquatic surface robots ran neural controllers evolved in simulation on real, uncontrolled water. The authors report results close to simulation for homing, dispersion, clustering and monitoring. The trial used ten robots at most, far fewer than the laboratory swarm. [2]
- Done · Oct 2019Small drone team searches an indoor space
A research team from TU Delft, Radboud University and the University of Liverpool tested six 33-gram drones in an indoor office. The team reported that the swarm covered about 80% of the open rooms in six minutes. The test was indoors, so it did not involve public airspace. [3]
- Done · 3 Feb 2026Large centrally controlled drone flights
EHang flew 22,580 drones over Hefei on 3 February 2026. Guinness World Records lists it for the most drones airborne at once from a single computer, outdoors. The record title says the drones were airborne from a single computer, which points to central control. The record page does not describe the control method. [4]
- Done · Jul 2025Warehouse robot fleets at scale
Amazon says it has deployed its one millionth robot and that its robots work across more than 300 facilities. It also says its DeepFleet model improves the travel time of its robotic fleet by 10%. These are company claims that have not been independently checked, and the sources reviewed do not describe how the fleets are controlled. [9]
- In progress · Mar 2026One pilot supervising several drones under waiver
US waivers allow one remote pilot to oversee up to four Skydio X10 drones for 14 public safety agencies, according to a trade report of Skydio's announcement of 26 March 2026. Waiver conditions have not been published, and the report does not cite a rule number. [8]
- In progressMilitary swarms fielded at the target scale
The US Department of Defense set a goal in August 2023 for its Replicator programme to field multiple thousands of uncrewed systems within 18 to 24 months. Current and former officials have said hundreds were delivered, and a former Replicator-1 director said thousands more were on contract. Defence officials did not verify these figures. A January 2026 Congressional Research Service report says swarming would likely need further advances in AI or networked communications, and that the Department has released only limited detail. [5][6]
- Not startedSwarm of drones in public use with no central control
No public-service, farm or search and rescue deployment of drones that coordinate among themselves without a central controller was found in the sources reviewed. Trials have been small or indoors, and no outdoor search or farm field trial was found for 2025 or 2026 in the sources reviewed.
Why it matters
A swarm that keeps working when single units fail could search disaster areas, monitor water or cover farmland at low cost. Each stage also brings safety and airspace questions, so the gap between a lab result and a public service is where the real limits sit.
What stands in the way
- Individual robots are unreliable, and errors such as traffic jams and drift off course become more common in large groups. The 2014 laboratory team reported that nearby robots sense these problems and cooperate to fix them.
- Each multi-drone approval comes with waiver conditions, and those conditions have not been published. The sources reviewed do not give a rule number for the multi-drone pathway.
- Safety in public airspace is unresolved. In May 2026 almost 90 of roughly 1,000 drones in a Sydney show fell, and the operator blamed radio interference. The Australian Transport Safety Bureau has opened an investigation, and the reporting gives no findings yet.
- Public evidence for military swarms is thin. Delivery numbers come from unnamed or unverified officials, and the Department has released only limited detail for operational security reasons.
- Field evidence is small. The largest decentralised swarm reported here, 1,024 robots, ran in a laboratory, and the largest real-water trial used ten robots.
Published forecasts
What others have predicted. These are their estimates, not ours.
| Who | Forecast | Timeframe | Made |
|---|---|---|---|
| US Department of Defense | Field systems at a scale of multiple thousands of uncrewed systems within 18 to 24 months of August 2023, under the Replicator initiative. [5] | 2025 | Aug 2023 |
Signals to watch
- Outdoor field results for a swarm of at least a few dozen robots that coordinate without a central controller, published with failure counts.
- Publication of the conditions of FAA waivers that allow one pilot to supervise several drones.
- Findings from the Australian Transport Safety Bureau on the Sydney show failure.
- Official, verified delivery figures for Replicator, or a published account of how the systems are controlled.
- Independent checks of warehouse fleet claims, such as the 10% travel-time reduction attributed to DeepFleet.
